The insurgency in Balochistan

In recent weeks, Pakistan has witnessed a significant escalation in militant activities, particularly in the provinces of Balochistan and Khyber Pakhtunkhwa. This surge has raised concerns about national security and the effectiveness of counter-terrorism strategies.

In Balochistan, the insurgency has intensified, with groups like the Baloch Liberation Army (BLA) executing more sophisticated and lethal attacks. Notably, the BLA hijacked a passenger train and ambushed a convoy, resulting in numerous casualties. These actions are rooted in longstanding grievances over resource exploitation, military oppression, and political disenfranchisement. The resurgence is further fueled by external support and the Taliban's return to power in Afghanistan, which has provided training and weapons to these militants. This situation has led to a security crisis, prompting calls for a reassessment of military policies and a deeper understanding of the geopolitical dynamics at play.

In Khyber Pakhtunkhwa, Pakistani security forces have been actively countering infiltrations from Afghanistan. Recently, 16 militants attempting to cross the border near Ghulam Khan were killed by Pakistani forces. These militants, referred to as "Khwarij" (a term used for the Pakistani Taliban or Tehrik-e-Taliban Pakistan, TTP), have intensified their attacks since the Afghan Taliban's ascension in 2021, with many seeking refuge in Afghanistan. The Pakistani military has urged Afghan authorities to ensure effective border management to prevent such incursions.

The Pakistani Taliban's activities have also led to internal operations.

In Dera Ismail Khan, a raid on a militant hideout resulted in the deaths of an army captain and ten militants. The military highlighted the captain's bravery and reiterated its commitment to dismantling terrorist networks.

In response to the escalating violence, Prime Minister Shehbaz Sharif has called for national unity among political leaders to combat militancy. A National Security Committee meeting, attended by Army Chief Gen. Asim Munir, was convened to address the surge in attacks. The committee condemned the violence, attributing many incidents to the TTP and BLA, and emphasized the need for strategic political resolve and improved governance to counter terrorism.

Amid these security challenges, Pakistan is also addressing the situation of Afghan refugees. Human rights organizations have reported that Pakistan is increasing pressure on Afghan refugees to return home, where they risk persecution by the Taliban and face severe economic hardships. With a March 31 deadline set for deporting foreigners living illegally in the country, primarily affecting Afghans, there has been a notable increase in arrests and forced expulsions. Human rights organizations are urging Pakistan to halt these forced returns and expedite resettlement processes for at-risk Afghans.

On a positive note, trade between Pakistan and Afghanistan has resumed with the reopening of the key Torkham border crossing after nearly a month-long closure due to a dispute over border infrastructure. The reopening has been welcomed by officials and local businesses, who suffered significant losses during the closure. It is anticipated that the movement of people will also resume soon, easing tensions and fostering economic activity between the two nations.

These developments underscore the complex security and humanitarian challenges Pakistan faces.

Addressing the resurgence of militancy requires a multifaceted approach, including military action, political dialogue, and socioeconomic development, particularly in marginalized regions like Balochistan and Khyber Pakhtunkhwa. Additionally, balancing national security concerns with humanitarian obligations towards refugees remains a critical issue for Pakistani policymakers.
